The Safeguarding American Education From Foreign Control Act amends the Higher Education Act to require more extensive disclosures from colleges and universities regarding gifts and contracts received from foreign sources. Specifically, institutions owned or controlled by foreign entities, or those receiving gifts exceeding a certain threshold, must file regular disclosure reports. These reports will be shared with the FBI and the Office of the Director of National Intelligence, and the Secretary of State, to enhance oversight and scrutiny of potential foreign influence. The bill also allows the Department of Justice to pursue legal action against institutions that fail to comply with disclosure requirements.
