This bill, the Support Children Having Open Opportunities for Learning Act (SCHOOL Act), aims to allow federal education funds, currently part of the Elementary and Secondary Education Act, to follow students regardless of where they attend school – whether public, private, or homeschooling. It would direct funds to be allocated among states based on student enrollment, and distributed to students through education savings accounts. States must establish a plan to notify local educational agencies of student attendance plans, and data collected will be used solely for fund allocation. The bill also extends similar provisions to the Individuals with Disabilities Education Act.
