The Haiti Criminal Collusion Transparency Act of 2023 requires the State Department to annually report to Congress on the connections between criminal gangs and political and economic elites in Haiti. This report will identify prominent gangs, list involved elites, assess the threat to Haitian people and U.S. interests, and suggest potential solutions. The President is authorized to impose visa and property sanctions on identified individuals, with potential waivers for national security or humanitarian reasons.
