The Safeguarding Human Rights in Arms Exports Act of 2023 (SAFEGUARD Act) aims to prevent the sale, export, or transfer of U.S. defense articles and services to countries involved in genocide, war crimes, or serious human rights abuses. The bill strengthens congressional oversight of arms exports, requires consideration of human rights and democratization practices, and mandates that arms sales agreements explicitly prohibit their use in violating international law.
