Bill overview
The Emergency Access to Insulin Act of 2023 aims to increase access to affordable insulin for uninsured and underinsured individuals. It does this primarily by establishing grant programs for states to create insulin card programs, which cover the cost of insulin prescriptions for eligible individuals. The bill also requires insulin manufacturers to pay annual fees based on their market share and establishes an excise tax on insulin prices that spike. Furthermore, it modifies the Medicaid drug rebate program to account for insulin costs covered through these programs.
