The Ocean Regional Opportunity and Innovation Act of 2023 aims to strengthen coastal communities and the U.S. ocean economy by establishing ‘Ocean Innovation Clusters.’ These clusters, designated by the Secretary of Commerce, will be hubs for collaboration between businesses, academia, government, and Tribal organizations to promote technological research, job training, and sustainable growth within the ‘Blue Economy.’ The bill also directs the creation of physical spaces, called ‘Ocean Innovation Centers,’ to facilitate this collaboration and supports grants to help these clusters operate and develop.
