Bill overview
The HALT Act of 2023 aims to reduce and eliminate the threat posed by nuclear weapons by requiring the President to detail any changes to the U.S. nuclear stockpile and for Congress to approve any explosive nuclear weapons tests. The bill also establishes a policy for the United States to lead international efforts toward arms reduction and disarmament, including negotiating new agreements and freezing nuclear weapons production. It seeks to build upon existing treaties and initiatives to prevent nuclear proliferation and reduce the risk of nuclear war.
