Bill overview
This bill, the Hong Kong Economic and Trade Office (HKETO) Certification Act, requires the President to periodically assess whether the US should continue to allow HKETOs to operate within the United States. The President must certify to Congress whether the HKETOs still merit the privileges and immunities afforded under the International Organizations Immunities Act. If the President determines the HKETOs no longer deserve these privileges, they must be terminated within 180 days, unless Congress disapproves. The bill also establishes procedures for congressional review and limits US government contracting with HKETOs unless the HKETOs are authorized to operate.
