The College for All Act of 2023 aims to make college more accessible and affordable by expanding federal support for higher education. It proposes a federal-state partnership to eliminate tuition and fees at community colleges and tribal colleges, and for middle- and working-class students at four-year public institutions and tribal colleges. The bill also permanently reauthorizes the Federal Pell Grant program, increasing award amounts and eligibility, and provides grants to historically Black colleges and universities, tribal colleges and universities, and minority-serving institutions to further reduce costs. Finally, the act includes provisions to improve student outcomes and support low-income and first-generation students.
