The Strategic Withdrawal of Agencies for Meaningful Placement Act (SWAMP Act) of 2023 aims to move the headquarters of certain federal agencies outside of the Washington, D.C. metropolitan area. It establishes a competitive bidding process for relocation, prioritizing economic impact, workforce development, and national security considerations when selecting a new location. Agencies currently located outside the metro area are exempt from relocation, but any new construction or lease renewals would be restricted. The Act also allows for the use of proceeds from the sale of federal property to offset relocation costs.
