Bill overview
This bill clarifies the rules surrounding retirement options for members of Congress. Currently, only those who began serving before 2003 could opt out of the Federal Employees Retirement System (FERS). This legislation allows future members of Congress to choose to opt out of FERS, while still being able to participate in the Thrift Savings Plan. It ensures that opting out doesn't affect participation in the TSP.
