Bill overview
This bill, the PRC Military and Human Rights Capital Markets Sanctions Act of 2024, prohibits U.S. persons from purchasing certain securities issued by Chinese entities designated as posing risks to national security. These entities include those on various Treasury Department lists, such as the Specially Designated Nationals and Blocked Persons List and the NS-CMIC List, as well as companies involved in the production of goods subject to forced labor. The President will create and maintain a public list of these ‘covered entities,’ and U.S. persons will be required to divest of any securities linked to these entities within a specified timeframe, facing potential penalties for non-compliance.
