This bill, the LIABLE Act, aims to clarify the legal standing of international organizations in U.S. courts. Specifically, it removes certain immunities that previously prevented U.S. courts from hearing cases against international organizations for damages related to acts of torture, extrajudicial killing, aircraft sabotage, hostage-taking, or providing material support for these acts. The bill applies when these actions are committed by an official, employee, or agent of the organization while acting within their role and if the organization conspired with or materially supported a designated foreign terrorist organization.
