Bill overview
The ATF Accountability Act of 2023 aims to increase transparency and appeal processes for rulings and determinations made by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). It establishes a new procedure allowing licensed manufacturers, importers, and dealers to request a ruling from the Attorney General within 90 days of a regulatory question. If a licensee disagrees with the ruling, they can appeal it through a formal process involving an administrative law judge and a hearing, ultimately leading to a final agency decision that can be challenged in court.
