The Safer Detention Act of 2023 expands eligibility for early release programs and provides for judicial review. It amends the Elderly Home Detention Pilot Program to include offenses under the laws of the District of Columbia and allows prisoners to have a court review their release eligibility. Additionally, the bill expands compassionate release eligibility to prisoners sentenced before November 1, 1987, and includes provisions for judicial review of those decisions. These changes aim to provide more opportunities for certain federal prisoners to be released before completing their sentences or to receive a reduced sentence and supervised release.
