This House Resolution expresses the sense of the House of Representatives that four African American men – James Lewis, John Willis Menard, Pinckney B.S. Pinchback, and Josiah Thomas Walls – who were rightfully elected to the House of Representatives during Reconstruction were unjustly prevented from serving. The resolution acknowledges their election victories and calls for their recognition as former members of Congress. Furthermore, it proposes the creation and display of a commemorative oil painting honoring these individuals in the House connecting corridor.
