Overview
This bill creates protections for tenants who receive water and wastewater service but aren't listed as the customer of record. It requires water utilities to provide 30 days’ notice before shutting off service and prohibits them from shutting off service to tenants who aren’t the customer of record or live in a multi-unit building with a single service connection. The bill also directs utilities to collect payment from the actual customer, not the tenant, and requires the Department of Community Affairs and the Board of Public Utilities to provide information about these protections to both utilities and customers.
