Overview
This bill revises regulations for health care facilities in New Jersey by allowing the Commissioner of Health to debar facilities or individuals from receiving certificates of need if they have substantial prior or continuing violations of the Health Care Facilities Planning Act. It also increases penalties for violations, prohibits certificate of need issuance for hospitals leased from health care REITs (with exceptions), and establishes procedures for receivership and enforcement actions when hospitals face financial distress or compliance issues. Furthermore, it outlines requirements for hospitals receiving subsidies and mandates reimbursement if they close before June 30th.
