The Ratepayer Protection Act amends the Public Utility Regulatory Policies Act of 1978 to establish a federal standard for how electric utilities recover costs for upgrades serving large customers. Specifically, it requires utilities to charge large-load customers the full, incremental cost of any necessary generation, transmission, or distribution upgrades, and to secure financial assurances or contributions from those customers before making such upgrades. The bill also directs state regulatory authorities to consider and determine how this standard applies within a year of enactment.
