Overview
This bill allows New Jersey municipalities and counties to lower speed limits on certain roads – those with a speed limit of 35 miles per hour or less and located in school zones or high-pedestrian areas – without requiring a traditional engineering and traffic investigation. However, there are limitations, including a single speed limit reduction per road segment and a minimum speed limit of 15 mph, as well as restrictions on reducing speed limits while a traffic study is underway. The bill also requires municipalities to clearly define the criteria used to identify high-pedestrian areas and to post appropriate speed limit signs.
