Overview
This bill establishes statewide rent control in New Jersey, limiting how much landlords can increase rents for both current and new tenants. Current tenants can only see a rent increase of no more than four percent over five years or two percent annually, while new tenants are subject to a maximum 10 percent increase from the previous tenancy. Landlords can apply for a waiver if a rent increase would cause undue financial hardship, with the Commissioner of Community Affairs reviewing these requests and setting a maximum allowable rent that doesn’t cause hardship, typically no more than six percent over five years for existing tenants. Violations of these limits can result in penalties paid to the tenant.
