Bill overview
This bill, the Midnight Rules Relief Act, changes how Congress can challenge regulations issued near the end of a presidential term. Currently, Congress can only disapprove one regulation at a time through the Congressional Review Act. This bill would allow Congress to disapprove multiple midnight rules within a single joint resolution of disapproval if those rules were submitted during the final year of a president’s term.
Key provisions
- Allows multiple regulations to be disapproved in a single joint resolution.
- Expands the scope of the Congressional Review Act to include rules submitted during the final year of a president’s term.
- Modifies the process for submitting rules for disapproval within a joint resolution.
- Specifies the format for joint resolutions of disapproval including a list of disapproved rules.
Who is affected
- Executive Branch
- Federal Agencies
- Congress

Notable changes
- Changes the Congressional Review Act to allow en bloc disapproval of midnight rules.
- Removes the limitation of one regulation per joint resolution.
