Bill overview
The Midnight Rules Relief Act of 2025 aims to streamline the process by which Congress can overturn regulations issued near the end of a presidential term. Currently, Congress can only disapprove one regulation per joint resolution of disapproval. This bill would allow Congress to disapprove multiple regulations within a single resolution if they were submitted for review during the final year of a president’s term, increasing oversight of these late-stage regulations.
