Bill overview
The Investing in All of America Act of 2025 modifies the rules for Small Business Investment Companies (SBICs) to encourage investment in underserved areas and critical technology. It reduces the maximum leverage an SBIC can take on to 200% of its private capital, and expands the types of investments that can be excluded from this calculation to include investments in low-income and rural areas, certain technology businesses, and small manufacturers. The bill also broadens the definition of ‘private capital’ to include funds from government-sponsored corporations and university endowments.
