Overview

The Guidance Out of Darkness Act, or GOOD Act, requires federal agencies to make their guidance documents more accessible to the public. Specifically, agencies must publish new guidance documents online immediately, consolidate all existing guidance documents onto a designated website, provide a link to these documents on the agency’s website, and clearly indicate which documents have been rescinded. The Government Accountability Office will assess agency compliance with these requirements after five years.

All existing guidance documents must be published on a single website designated by the Director of the Office of Management and Budget.
A hyperlink must be provided on each agency’s website to access the consolidated guidance documents.

Agencies must maintain rescinded guidance documents and indicate their status on the designated website.
The Act does not affect the validity of existing guidance documents.
A report on agency compliance will be submitted to Congress five years after enactment.
Guidance documents exempt from disclosure under the Freedom of Information Act are exempt from this Act.
