Bill overview
This bill changes the definition of a ‘production facility’ under the Atomic Energy Act of 1954. Specifically, it excludes equipment and devices that process spent nuclear fuel without separating plutonium from other radioactive elements from being considered a production facility. This aims to allow for the recycling of spent nuclear fuel, focusing on the recovery of usable materials while avoiding the separation of plutonium. The bill seeks to streamline the licensing process for these types of facilities.
Key provisions
- Defines ‘production facility’ to exclude equipment reprocessing spent nuclear fuel without plutonium separation.
- Amends Section 11(v) of the Atomic Energy Act of 1954.
- Allows for the reprocessing of spent nuclear fuel.
- Focuses on recovering usable materials from spent fuel.
Who is affected
- Nuclear energy industry
- Government agencies regulating nuclear materials
- Utilities that generate nuclear waste
- Environmental protection agencies
Notable changes
- Expands the scope of activities considered ‘reprocessing’ under the Atomic Energy Act.
- Creates an exception to the definition of ‘production facility’ for certain fuel recycling processes.
