Bill overview
The CLEAR Path Act amends existing law to strengthen restrictions on former government officials, particularly those in Senate-confirmed positions, who may engage in activities that could create conflicts of interest after leaving their roles. Specifically, it expands post-employment restrictions for officials serving in positions subject to Senate confirmation, especially those working with foreign governments deemed ‘countries of concern.’ The bill also establishes a mechanism for Congress to modify the definition of ‘country of concern’ through a specific process involving the State Department and both House and Senate committees. These restrictions would initially apply to appointments made on or after the bill’s enactment and would expire five years later.
